Most policy writing argues about whether a bill is a good idea. This series argues about something else: whether the machinery underneath a bill will let it work at all. A law can pass with the right intentions, the right sponsor and the right margin, and still die on the procedures that sit beneath it.
Each part takes one system, follows the money and the paperwork down to the level where decisions actually get made, and reports what the data says happened. Where I hold a position I say so plainly, and where the evidence is contested I say that too.
